Either take the plate off (your car needs washed back there anyway) and run the back of the plate where the stickers are located under hot water for 4 minutes. That will soften the old glue and you should be able to peel most of it off. The rest you can scrape with a fingernail. If your license plate bolts go into a metal insert, put a little grease on them so that they come out easily next time. OR....
If your bolts don't come out because they are seized, do not snap them off (til you sell the car). Use a hair dryer and warm the stickers up. It might take a bit longer but it will get the job done.
Either way, get them off your plate!
